I am at the disadvantge of not having my books with me, but let me
give a couple of thoughts;

 1-  There is a quote from Jefferson wherein he states that the
security of the state must  take precedence over the laws of the 
state.

 2-  The Alien & Sedition Acts enacted, I believe, during the term of
John Adams.

 3-  Certainly, Hamilton's Report on the Manufacturers (1791) relative
to how to use the labor of women & children would qualify.
